Appropriates $59,100,000 from the Coronavirus State Fiscal Recovery Fund to the Department of Child Protection Services for the period July 1, 2021 through June 30, 2022.

Funds designated for enhanced services to child welfare-involved families and foster youth negatively impacted by the COVID-19 pandemic, and operational expenses allowed under Section 9901 of the American Rescue Plan Act of 2021.

Prohibits use of appropriated funds for employee premium payments.

Requires the department to verify each expenditure complies with federal Treasury guidelines for the Coronavirus State Fiscal Recovery Fund and determine recipients have not received duplicate reimbursement from other sources.

Mandates compliance with federal audit requirements under the Single Audit Act and Uniform Guidance, and requires recipients to repay the state for any improperly expended funds that federal inspectors determine were non-compliant.
