Appropriates $10,391,000 from the Coronavirus State Fiscal Recovery Fund to the Mississippi National Guard for capital projects at National Guard facilities that comply with the American Rescue Plan Act of 2021.

Defines eligible capital projects as those under EPA water programs, stormwater management, COVID-19 mitigation in congregate settings, ventilation improvements, and other ARPA-approved projects, excluding broadband infrastructure.

Prohibits use of appropriated funds to pay employee premium payments.

Requires the National Guard to certify all expenditures comply with U.S. Department of Treasury guidelines and to ensure recipients have not received duplicate reimbursement from other sources.

Establishes that if federal audits determine funds were misused, the National Guard or recipient must repay improper expenditures to Mississippi for federal repayment.
