Appropriates $86,069,500 from the Coronavirus State Fiscal Recovery Fund to the Mississippi Department of Mental Health for behavioral and mental health needs worsened by COVID-19, public health response, and operational expenses for fiscal year 2022-2023

Appropriates an additional $18,550,000 for Community Mental Health Centers to invest in software, databases, telemedicine capabilities, and information technology resources supporting mental health services

Prohibits use of appropriated funds for employee premium payments

Requires the Department of Mental Health to consult with the Office of the Coordinator of Mental Health Accessibility when determining how to use the Community Mental Health Center funds

Mandates compliance certification with federal American Rescue Plan Act guidelines and requires the department or any recipient to repay funds to the state if federal inspectors determine improper use
