Reconstitutes the Mississippi Charter School Authorizer Board with seven members appointed by the Governor, Lieutenant Governor, and State Superintendent of Public Education, with staggered terms of one to three years and a July 1, 2022 deadline for initial appointments.

Requires the Legislature to annually appropriate funds and allocate positions to the Mississippi Charter School Authorizer Board to cover costs of charter school oversight.

Establishes that the Charter School Authorizer Board must develop a formula for calculating local ad valorem tax payments to charter schools, which must be approved by the State Department of Education and ensure equitable distribution between school districts and charter schools.

Requires local ad valorem payments to charter schools to be reconciled annually in the same manner as adequate education program payments, with reconciliation based on average daily attendance.

Requires notice of any changes to the local ad valorem payment formula to be submitted to the Education Committees of the House and Senate and the Joint Legislative Committee on Performance Evaluation and Expenditure Review.
