Authorizes issuance of state general obligation bonds totaling no more than $415,000 to assist Greene County Board of Supervisors with design and construction costs of a voting precinct and community center building in District 5 near Jonathan, Mississippi.

Creates the "2022 Greene County Voting Precinct Building Fund" as a special account within the State Treasury, separate from the General Fund, with unexpended amounts and interest earnings retained in the fund rather than lapsing.

Establishes that bond proceeds shall be disbursed by the Department of Finance and Administration to pay project costs, with any remaining funds applied to debt service on the bonds after project completion or abandonment.

Limits bond issuance authority to the State Bond Commission and requires no bonds to be issued after July 1, 2026; bonds shall not exceed 25 years maturity and interest rates must comply with Mississippi Code Section 75-17-101.

Pledges the full faith and credit of the State of Mississippi to guarantee bond payments, with any shortfall to be paid from the State Treasury; bonds are exempt from state taxation and qualify as legal investments for trustees and financial institutions.
