Appropriates $340,447,794 from the State General Fund and $1,032,867,271 from federal, student fees, and special source funds to support Mississippi's eight public universities (Alcorn State, Delta State, Jackson State, Mississippi State, Mississippi University for Women, Mississippi Valley State, University of Mississippi, and University of Southern Mississippi) for fiscal year 2023

Allocates $900,000 from the Ayers Endowment Interest Fund to historically Black universities (Alcorn State $254,700; Jackson State $390,600; Mississippi Valley State $254,700) as required by the Ayers desegregation case settlement

Designates specific program funding including $145,000 for the Mississippi Governor's School for the Gifted and Talented, $349,200 for Teacher Corps, $850,000 for the Engineer Research and Development Center in Vicksburg, and $800,000 for Delta State's Commercial Aviation Department

Provides $51,143,000 from the Education Enhancement Fund for capital projects including $15 million for University of Mississippi healthcare and data science infrastructure, $12 million for Mississippi State University buildings, and $5 million for Jackson State University residence hall repairs

Allocates $15 million from the Capital Expense Fund for construction, repair, and renovation projects across all eight universities, with amounts distributed based on institutional needs
