Appropriates $36,377,544 from the State General Fund and $46,417,603 from federal, student fees, and special source funds to support Mississippi's eight state universities' institutes, laboratories, and programs for fiscal year 2023 (July 1, 2022 - June 30, 2023)

Funded programs include the Center for Advanced Vehicular Systems ($4.5M general funds), Gulf Coast Research Laboratory ($8.2M general funds), Research Institute of Pharmaceutical Sciences ($3.8M general funds), Executive Office of the Board of Trustees ($7.2M general funds), and 13 other designated institutes

Allocates $175,000 from Gulf Coast Research Laboratory funds for Sea Grants matching and requires $830,742 be derived from Education Enhancement Funds

Prohibits use of appropriated funds for research in which a human embryo is killed or destroyed, and requires the Board of Trustees to report any institution not in compliance with deficit spending prohibitions

Reappropriates $200,000 for the State Court Education Program to continue operational expenditures authorized in the previous legislative session
