Appropriates $22,881,531.00 from the State General Fund for the Mississippi Agricultural and Forestry Experiment Station for fiscal year 2023 (July 1, 2022 - June 30, 2023).

Authorizes $10,419,372.00 in expenditures from special source funds collected for the Experiment Station during the same fiscal year.

Designates $1,350,000.00 of special source funds to be derived from the Education Enhancement Fund pursuant to Mississippi Code Sections 27-65-75 and 27-67-31.

Establishes performance targets for FY2023 including 41.76 scientist FTE in Plant Systems, 30.14 scientist FTE in Animal Systems, and 43.41 scientist FTE in Health & Sustainable Communities, with specific research publication goals for each division.

Requires agency to submit FY2024 budget request in comparable format and detail to FY2023 request, and mandates preference for Mississippi Industries for the Blind in competitive bidding when terms are equal.
