Appropriates $31,411,834.00 from the State General Fund for the Mississippi Cooperative Extension Service for fiscal year 2023 (July 1, 2022 - June 30, 2023).

Authorizes $14,302,211.00 in special source funds for the same period, with $1,150,000.00 derived from the Education Enhancement Fund.

Requires the Extension Service to provide programs in Agriculture, Family and Consumer Education, Natural Resources and Environment, 4-H, and Business and Community Development in each county.

Establishes performance targets for fiscal year 2023 across all program areas, including 270,000 direct educational contacts in Agriculture, 205,000 in Family & Consumer Education, 178,000 in 4-H Youth Development, 88,000 in Business & Community Development, and 370,000 total contacts in Natural Resources & Environment.

Prohibits using general funds to replace withdrawn federal or special source funds for authorized salaries and requires agency budget requests to maintain comparable format and detail for fiscal year 2024.
