Appropriates $5,794,130.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for operation and maintenance of the Forest and Wildlife Research Center for fiscal year 2023 (July 1, 2022 - June 30, 2023).

Authorizes expenditure of $1,361,059.00 from special source funds collected by or available to the Forest and Wildlife Research Center for the same fiscal year.

Designates $450,000.00 of special source funds to be derived from the Education Enhancement Fund pursuant to Mississippi Code sections 27-65-75 and 27-67-31.

Prohibits use of general funds to replace withdrawn federal or special funds previously used for authorized salaries.

Requires the agency's fiscal year 2024 budget request to the Joint Legislative Budget Committee to match the format and detail level of the fiscal year 2023 budget request.
