Appropriates $18,457,311 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for the College of Veterinary Medicine at Mississippi State University for fiscal year 2023 (July 1, 2022 - June 30, 2023)

Authorizes $32,764,049 in special source funds for the College of Veterinary Medicine, with $750,000 derived from the Education Enhancement Fund

Designates $125,000 specifically for testing, programming, and personnel-related expenses for Chronic Waste Disease

Establishes performance targets including 95% of Year 4 DVM students passing the NAVLE exam, 95% graduate employment within 12 months, 30,000 patient visits to the Animal Health Center, and 376,000 diagnostic tests performed

Prohibits use of general funds to replace withdrawn federal or special funds for salaries and gives purchasing preference to Mississippi Industries for the Blind when bids are equal
