Appropriates $50,631,667 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for financial aid scholarship, loan, and grant programs for fiscal year 2023.

Authorizes an additional $9,500,000 from federal funds, grants, donations, and other special sources for the same programs and the Mississippi Office of Student Financial Aid.

Restricts new applicants after July 1, 2022 from receiving funds through seven specific loan and grant programs including Southeast Asia POW/MIA Grant, State Medical Education Loan, and Health Care Professions Forgivable Loan.

Allocates up to $70,000 for the Speech-Language Pathologists Loan Forgiveness Program and designates $2,000,000 from the Education Enhancement Fund for the William F. Winter and Jack Reed, Sr. Teacher Loan Repayment Program and $1,000,000 for the FAITH Scholarship Program.

Requires annual reporting to the Legislature detailing the number of recipients, total awards, and average award amounts for each program, with loan programs including repayment status summaries.
