Appropriates $177,211,048 from the State General Fund and authorizes $1,757,267,199 from special source funds (patient fees, student fees, etc.) to the University of Mississippi Medical Center for fiscal year 2023 (July 1, 2022 - June 30, 2023).

Requires the Medical Center to maintain the School of Medicine, School of Dentistry, School of Nursing, School of Health Related Professions, School of Population Health, Teaching Hospital, and Medical Center Service Area, with expenditure accounting provided to the Legislature.

Allocates specific funds for scholarship programs: $2,170,000 for Rural Physicians Scholarship Program (including $35,000 for Psychiatrist Scholarship), $420,000 for Rural Dentists Scholarship Program, and $280,848 for program administration.

Designates $105,000,000 in total funding from Coronavirus State Fiscal Recovery Funds: $55,000,000 for constructing a new nursing school and $50,000,000 for capital improvements to Adult Hospital patient care facilities and operating suites.

Provides additional allocations including $3,000,000 for the MIND Center, $1,200,000 for the Child Health and Developmental Promotion Fellowship Program, $1,349,998 for the Children's Safe Center, $595,000 for an ACT Tobacco Center, and $3,681,530 for the Asylum Hill Project.
