Appropriates $157,581,404 from the State General Fund and $49,884,946 from the Education Enhancement Fund for public community and junior college operations for fiscal year 2023 (July 1, 2022 - June 30, 2023).

Distributes funds based on full-time equivalency (FTE) enrollment formulas with weight assignments for academic (1.0), technical (1.0), career (1.0), associate degree nursing (1.19), and allied health (1.19) programs.

Provides $26,943,342 for employee life and health insurance through the State and School Employees' Life and Health Insurance Plan, plus an additional $400,000 from the Insurance Carryover Fund.

Allocates $10,000,000 from the Education Enhancement Fund for the Career and Technical Advantage Program to fund new program start-ups and infrastructure improvements across 15 eligible community colleges.

Appropriates additional funds for workforce development ($6,750,000), education technology ($10,000,000), sign language interpreter training ($179,050), nursing and allied health programs ($2,556,922), dropout recovery initiatives ($3,000,000), and capital improvement projects ($10,000,000).
