Appropriates $362,878,248 from the State General Fund and $28,751,205 from special funds for the Mississippi Department of Corrections for fiscal year 2023 (July 1, 2022 through June 30, 2023)

Allocates funding across multiple divisions including: Central Office ($36.3 million), Private Prisons ($58.3 million), Medical Services ($78.7 million), Regional Facilities ($43.9 million), Community Corrections ($41.1 million), and state correctional facilities at Parchman ($37.1 million), Central Mississippi ($33.6 million), and South Mississippi ($26.9 million)

Authorizes 2,939 permanent positions and 111 time-limited positions across all department divisions

Sets per diem rate cap of $31 per inmate for regional facilities and requires medical service payments to follow Mississippi Medicaid reimbursement rates when no negotiated fee exists

Establishes performance targets including a 36% three-year recidivism rate, 585 state prisoners per 100,000 population, and $50.63 average annual incarceration cost per inmate
