Appropriates $4,682,866.00 from the State General Fund and $33,230,513.00 from special funds to the Mississippi Emergency Management Agency for fiscal year 2022-2023, authorizing 113 permanent and 69 time-limited positions.

Appropriates $585,056.00 in general funds and $361,806,571.00 in special and federal funds for disaster assistance programs including public assistance, individual and family grants, and mitigation programs for multiple declared disasters from Hurricane Katrina through the 2021 Winter Storm.

Allocates $5,000,000.00 from the Capital Expense Fund as a deposit to the Mississippi Emergency Management Agency Disaster Trust Fund and reappropriates $75,500.00 for vehicle purchases authorized in prior legislation.

Provides $3,170,000.00 from the Coronavirus State Fiscal Recovery Fund for eligible COVID-19 expenses under the American Rescue Plan Act, subject to federal compliance requirements and audit provisions.

Authorizes the Executive Director to transfer up to $500,000.00 between fund categories, requires maintenance of nine Area Coordinators, and mandates submission of disaster funding summaries and performance reports to the Legislative Budget Office.
