Appropriates $8,668,520.00 from the State General Fund for Mississippi National Guard operating expenses for fiscal year 2023 (July 1, 2022 - June 30, 2023).

Appropriates $168,297,026.00 from specialized funds including Camp Shelby Timber Fund, Army National Guard Programs Fund, Camp Shelby Base Operations Fund, and Air National Guard Programs Fund.

Authorizes 886 permanent positions and 27 time-limited positions within the Mississippi National Guard.

Allocates specific funds for Youth Challenge Program ($1,928,075), Armed Forces Military Museum ($626,505), Sonny Montgomery Center for Veterans ($300,000), and Mississippi State Guard operations ($25,000).

Appropriates $10,391,000.00 from the Coronavirus State Fiscal Recovery Fund for capital projects at National Guard facilities under American Rescue Plan Act guidelines.
