Appropriates $5,740,920 from the State General Fund and $22,894,199 from special funds for the State Veterans Affairs Board for fiscal year 2023 (July 1, 2022 - June 30, 2023)

Appropriates $55,312,875 from special funds for Mississippi State Veterans Homes operations, authorizing 206 permanent and 549 time-limited positions

Allocates $250,000 to provide care for indigent/low-income Mississippi veterans and qualifying nonveteran surviving spouses in state veterans homes under the "Hilton R. 'Jack' Vance Act of 1997"

Provides $19,680,883 from the Capital Expense Fund as state matching funds to relocate the Veterans Home in Jackson to state-owned property

Authorizes the Executive Director to transfer up to 25% of spending authority between budgets and allows escalation of up to $5,000,000 in additional funds for veterans home operations
