Appropriates $221,619,746 from the State General Fund and authorizes $424,827,839 in special source funds for the Department of Mental Health for fiscal year 2023 (July 1, 2022 - June 30, 2023)

Allocates $18,951,886 from the Health Care Expendable Fund, including $16.8 million for Medicaid state share payments, $379,417 for Alzheimer's disease services, $636,374 for crisis centers, and $1,138,252 for physician services at community mental health centers

Authorizes 6,299 permanent positions and 457 time-limited positions, with temporary COVID-19 pay adjustments of up to 75% for nurses

Provides $23,329,000 to expand community-based services for Olmstead decision compliance, and $4,900,389 for the Mississippi State Hospital forensic unit

Sets performance targets including serving 98% of mental health clients in community settings rather than institutions, 35,176 calls to mobile crisis response teams, and maintaining 3,000 individuals on the planning list for home and community-based services
