Appropriates $189,978,608 to the Office of State Aid Road Construction of the Mississippi Department of Transportation for fiscal year 2023 (July 1, 2022 - June 30, 2023)

Authorizes 54 permanent positions and allocates up to $30,000,000 for replacing structurally deficient bridges through the Local System Bridge Program

Allows up to $500,000 in reimbursements from the Mississippi Development Authority for engineering services provided to political subdivisions

Establishes performance targets including 175 projects let to contract, 85 bridges replaced or repaired, and maintaining administrative costs at 4% of construction costs

Requires 95% of state aid construction funds to be allocated to counties and mandates that 75% of available funds be programmed or obligated to projects
