Authorizes 121 permanent positions for the commission with no time-limited positions

Establishes performance targets including $2 billion in annual state riverboat gaming revenues, regulation of 26 casinos, and oversight of 68 charitable bingo halls

Allocates a portion of special funds from forfeited property seized by the Gaming Commission for increasing law enforcement resources

Requires the commission to maintain detailed accounting and personnel records and submit budget requests in comparable format to prior fiscal years
