Appropriates $12,029,003.00 in special funds to the State Department of Banking and Consumer Finance for fiscal year 2023 (July 1, 2022 – June 30, 2023).

Authorizes 90 permanent positions and 0 time-limited positions for the department.

Requires the department to maintain personal services expenditures for fiscal year 2024 at or below fiscal year 2023 levels unless new programs or positions are added by the Legislature.

Directs the State Personnel Board and Department of Finance and Administration to restrict salary escalations and transfers without written approval and proof of available funding.

Mandates that funds be used to ensure all employees covered under the Colonel Guy Groff/Neville Kenning Variable Compensation Plan receive minimum salaries as determined by the State Personnel Board.
