Appropriates $36,996,312 from the State General Fund and $461,583,532 from the State Treasury to the Department of Finance and Administration for Fiscal Year 2023 (July 1, 2022 - June 30, 2023), authorizing 341 permanent positions and 1 time-limited position.

Allocates $6,549,874 from the Tort Claims Trust Fund for the Tort Claims Board administration, $12,603,897 for State Property Insurance, and $47,260 total for the Mississippi Commission on the Status of Women.

Reappropriates $140,000,000 in Coronavirus Local Fiscal Recovery Funds for distribution to nonentitlement units of local government under the American Rescue Plan Act, and appropriates $351,500 for the newly established Mississippi Broadband Commission with 6 authorized positions.

Provides $1,810,227 as a grant to the Mississippi Home Corporation for housing assistance targeting individuals with disabilities, serious mental illness, or homelessness who are being discharged from or have recently left state psychiatric hospitals, nursing facilities, or similar institutions.

Directs $37,925,000 from the Capital Expense Fund for specific projects including Mississippi Delta Community College dormitory ($7.5M), Singing River Healthcare Workforce Academy ($7M), Gulfport Memorial Hospital pediatric center ($7M), and various other educational and infrastructure improvements.
