Appropriates $2,730,696 from the State General Fund for the Governor's Office, staff, and operation of the Governor's Mansion for fiscal year 2023 (July 1, 2022 - June 30, 2023)

Appropriates an additional $665,000 from Special Funds for Executive Department expenses during the same fiscal year

Authorizes a headcount of 39 permanent positions and 7 time-limited positions for the Governor's Office

Requires Mississippi Industries for the Blind to receive preference in purchasing decisions when bids are equal in price, quality, and service

Mandates the Executive Department maintain complete accounting and personnel records in the same format used for fiscal year 2022
