Appropriates $26,695,501 from the State General Fund and $25,252,878 from special funds to the Mississippi Department of Information Technology Services for fiscal year 2023 (July 1, 2022 - June 30, 2023)

Authorizes 132 permanent positions for the Department of Information Technology Services and allows the Executive Director to transfer up to $750,000 to the ITS Revolving Fund to address cash flow problems

Appropriates $11,134,207 from the State General Fund and $11,000,000 from special funds to the Wireless Communication Commission for fiscal year 2023, with 10 permanent positions authorized

Allocates $11,000,000 from the Capital Expense Fund specifically for statewide refurbishment of the Mississippi Wireless Information Network (MSWIN)

Prohibits the Wireless Communication Commission from making payments to state legislators, state officials, current WCC members, or former WCC members within the past year
