Appropriates $22,024,526.00 from the State General Fund and $94,232,101.00 from the State Treasury to the Mississippi Development Authority for fiscal year 2023 (July 1, 2022 - June 30, 2023).

Authorizes 213 permanent positions and 56 time-limited positions; prohibits salary increases in FY2024 unless new programs or positions are added by the Legislature.

Sets performance targets across multiple divisions including Global Business (1,000 national recruitment contacts, 15 new businesses), Minority & Small Business Development (8,000 contacts), Tourism (26 million visitors, $6.67 billion in travel revenue), and Community Services ($50 million in grants and loans).

Allocates specific funds including $4,876,298.00 for Mississippi Tourism Advertising and Promotion, $1,000,000.00 to Innovate Mississippi, $500,000.00 to the Mississippi Main Street Association, and $10,000,000.00 to the Mississippi Ports Improvement Fund.

Requires notification to state legislators at least 5 days before any public ceremony announcing grants or groundbreaking events in their districts; authorizes the agency to provide operational support to National Park Service facilities during federal government shutdowns.
