Appropriates $0.00 from the State General Fund to defray expenses of the Mississippi Department of Tourism for fiscal year 2023 (July 1, 2022 - June 30, 2023).

Authorizes zero permanent and time-limited positions (both full-time and part-time) for the department.

Requires the Department of Tourism to maintain accounting and personnel records in the same format and detail as fiscal year 2022, with future budget requests submitted in comparable format to the fiscal year 2023 request.

Directs the agency to give preference to Mississippi Industries for the Blind when multiple equal bids are received or when making purchases without competitive bidding.

Contingent on passage of Senate Bill 2164, which creates the Mississippi Department of Tourism; takes effect July 1, 2022 and repeals June 30, 2023.
