Appropriates $4,647,880.00 from the State General Fund to the State Personnel Board for fiscal year 2023 (July 1, 2022 - June 30, 2023).

Authorizes 43 permanent positions and 0 time-limited positions for the State Personnel Board.

Restricts salary increases and position escalations unless new programs or positions are added by the Legislature, and prohibits general funds from replacing withdrawn federal or special funds used for salaries.

Requires the State Personnel Board to maintain accounting and personnel records in the same format and detail as fiscal year 2022, and to determine and publish projected annual costs for all appropriated positions.

Mandates compliance with IRS Publication 15-A regarding contract employee income reporting and gives preference to Mississippi Industries for the Blind when making purchases.
