Authorizes 96 permanent positions and 13 time-limited positions for the agency

Allocates $8,780,000 from the Capital Expense Fund to reimburse counties for purchasing modern voting systems under the Mississippi Voting Modernization Act

Designates $4,250,000 from the Elections Support Fund for acquiring, upgrading, and maintaining voting equipment and training election officials

Transfers $11,455,247 from the Public Trust Tidelands Fund to the Mississippi Department of Marine Resources and allocates $1,750,000 from the Land Records Maintenance Fund for distributions to local governments
