Authorizes 42 permanent positions with no time-limited positions for the agency

Appropriates $35,000,000 from the Mississippi Prepaid Affordable College Tuition Trust Fund for paying prepaid tuition contracts, with authority to accept up to an additional $1,000,000

Allocates $150,000 from the Education Improvement Trust Fund for investment purposes

Divides program funding as follows: $1,854,655 for Mississippi Prepaid Affordable College Tuition program, $177,860 for Mississippi Affordable College Savings program, and $3,730,744 for Treasury Office Support programs
