Appropriates $6,000,000 from the "Hospital Nursing and Respiratory Therapist Loan Repayment Program Fund" to the Board of Trustees of State Institutions of Higher Learning for the period July 1, 2021 through June 30, 2022.

Allocates up to $100,000 of the appropriated funds to the Mississippi Office of Student Financial Aid for administering the "Hospital Nurses and Respiratory Therapist Retention Loan Repayment Program."

Requires the Office of Student Financial Aid to verify that all reimbursements are for eligible expenses under Section 602 of the federal Social Security Act (American Rescue Plan Act of 2021) and that recipients have not received duplicate reimbursement from other sources.

Mandates compliance with the Single Audit Act and Uniform Guidance requirements regarding internal controls, sub-recipient monitoring, and audit requirements for all fund disbursements.

Requires the office to certify compliance with U.S. Department of the Treasury guidelines for Coronavirus State Fiscal Recovery Fund use and holds recipients liable for repayment if federal audits determine improper use of funds.
