Appropriates $217,250,000 from the Coronavirus State Fiscal Recovery Fund to the Department of Finance and Administration Bureau of Building, Grounds, and Real Property Management for capital projects at state-owned buildings and grounds for the fiscal year beginning July 1, 2022.

Eligible capital projects include drinking water and wastewater infrastructure, lead remediation, stormwater projects, ventilation system improvements, COVID-19 mitigation facilities, state park improvements, and other projects allowed under American Rescue Plan Act guidelines.

Allocates $179,750,000 to specific state agencies including Department of Corrections ($80 million), Department of Mental Health ($40 million), and state parks ($28 million), with $800,000 designated to the Town of Walnut Grove for the Walnut Grove Correctional Facility sewer system.

Provides $25 million for critical projects at eight public universities and $12.5 million for critical projects at fifteen community and junior colleges, as determined by the Department of Finance and Administration.

Requires the Department of Finance and Administration to verify compliance with federal Treasury guidelines before disbursing funds and mandates annual reporting to the Joint Legislative Budget Committee on project allocations, expenditures, and status.
