Appropriates $11,535,000 from the Coronavirus State Fiscal Recovery Fund to the Department of Public Safety for capital projects and operational expenditures related to COVID-19 pandemic response under the American Rescue Plan Act for the period July 1, 2021 through June 30, 2022.

Eligible capital projects include water infrastructure improvements, lead remediation, ventilation system installation, COVID-19 mitigation measures in public facilities, state park improvements, and other projects meeting ARPA Treasury Department guidelines, excluding broadband infrastructure.

Prohibits use of appropriated funds for employee premium payments and requires the Department of Public Safety to verify each expenditure complies with ARPA guidelines before disbursement.

Mandates compliance with federal Single Audit Act requirements and Uniform Guidance standards for internal controls and sub-recipient monitoring; requires the department to certify expenditures to the Department of Finance and Administration.

Establishes that if federal auditors determine improper use of funds, the responsible department or recipient must repay the state for any funds the state must return to the federal government.
