Appropriates $10,000,000 from the Mississippi Association of Independent Colleges and Universities (MAICU) Grant Program Fund to the Department of Finance and Administration for FY 2023 (July 1, 2022 - June 30, 2023)

Appropriates $10,000,000 from the Coronavirus State Fiscal Recovery Fund (ARPA funds) to the Department of Finance and Administration for the Independent Schools Infrastructure Grant Program for FY 2023

Prohibits use of appropriated funds for employee premium payments

Requires the Department of Finance and Administration to verify all expenditures comply with federal American Rescue Plan Act guidelines and ensure recipients have not received duplicate reimbursement from other sources

Mandates that recipients certify compliance with U.S. Treasury guidelines and subjects them to audits; requires repayment to the state if federal inspectors determine funds were used improperly
