Increases authorized bonded indebtedness for Noxubee County Emergency Operations Center from $500,000 to $1,700,000 in state general obligation bonds.

Creates a special fund designated "2021 Noxubee County Emergency Operations Center Fund" to be maintained separately within the State Treasury for project costs and debt service.

Authorizes the State Bond Commission to issue bonds with maturities up to 25 years, interest rates not exceeding statutory limits, and redeemable before maturity at commission discretion.

Bonds must be issued by July 1, 2025, and proceeds are pledged with the full faith and credit of the State of Mississippi.

Bonds and income are exempt from state taxation and constitute legal investments for trustees, fiduciaries, banks, and insurance companies.
