Authorizes the issuance of state general obligation bonds not to exceed $400,000 to assist the Noxubee County Board of Supervisors in paying costs associated with replacing the county courthouse roof.

Creates a special fund designated as the "2022 Noxubee County Courthouse Roof Replacement Fund" within the State Treasury to receive bond proceeds and disburse funds for the roof replacement project.

Establishes that bonds are general obligations of Mississippi backed by the full faith and credit of the state, with a maximum maturity of 25 years and interest rates not exceeding limits in Section 75-17-101, Mississippi Code of 1972.

Requires the State Bond Commission to serve as issuing agent, determine bond specifications, advertise and accept bids for the bonds, and pay all fees and costs of issuance from bond proceeds.

Expires bond issuance authority on July 1, 2026, and directs any remaining fund amounts after project completion to be applied toward debt service on the issued bonds.
