Authorizes the State Bond Commission to issue up to $15,000,000 in general obligation bonds to fund emergency water storage infrastructure near Anderson Regional Medical Center and Rush Health Systems in Meridian, Mississippi.

Creates the "2022 City of Meridian Emergency Water Storage Fund" as a special fund in the State Treasury to receive bond proceeds and disburse them for the specified water storage project costs.

Establishes that bonds shall be issued as general obligations of Mississippi with full faith and credit pledged by the state, bear interest not exceeding limits in Section 75-17-101, and mature within 25 years from date of issue.

Authorizes bond sale by sealed public bid or private negotiation, with interest payable semiannually or annually, and grants the State Bond Commission discretion over bond terms, forms, and sale procedures.

Requires all bond proceeds to be used solely for the emergency water storage project costs and debt service, with any remaining funds after project completion applied to pay bonds' debt service, with no bonds to be issued after July 1, 2026.
