Authorizes the City of Gulfport's governing authorities (mayor and city council) to contribute, allocate, pledge, loan, or otherwise provide municipal funds to a commission that controls, manages, and operates a motor vehicle transportation system within city boundaries.

Permits the city to attach conditions, restrictions, or requirements to any funds provided, or alternatively to provide funds with no accompanying conditions or restrictions.

Allows contributed funds to be used for infrastructure projects (roads, bridges, transportation corridors), operational expenses, capital resources, property, equipment, materials, supplies, or any other lawful purpose.

Applies to commissions created under Mississippi Code Sections 21-27-11 and 21-27-13, including the Mississippi Coast Transit Authority and its successors.

Takes effect upon passage.
