Authorizes the City of Oxford, Mississippi to expand its water system up to 8 miles outside the city's corporate limits to provide water services solely to the Punkin Water Association.

Limits rates charged to customers outside city limits to no more than twice the rate charged for the same service within city limits.

Does not exempt the City of Oxford from obtaining a Certificate of Public Convenience and Necessity or from Public Service Commission regulation of rates under Mississippi Code Section 77-3-1 et seq.

Takes effect upon passage.
