Authorizes the Madison Square Redevelopment Authority and City of Madison to transfer properties between each other for commercial, residential, municipal, and community development purposes without requiring appraisals, advertisements, or public bidding processes

Permits the city and redevelopment authority to sell, lease, sublease, trade, or otherwise convey portions of a designated redevelopment area (totaling approximately 183 acres across seven tracts) to public or private entities for development projects

Allows lease agreements and related arrangements for terms up to 99 years, binding on successor governing authorities

Authorizes the city to issue general obligation bonds, revenue bonds, tax increment financing bonds, or special assessment bonds to fund project costs, with project revenues pledgeable to secure debt repayment

Defines eligible project-related facilities to include water and sewer systems, stormwater drainage, roadways, fire suppression systems, and utility distribution systems serving the redevelopment area
