Authorizes the governing authorities of the Town of Shuqualak, Mississippi to construct, expand, operate, and maintain the town's water system up to 15 miles beyond the town's corporate limits, specifically in areas east of the town and north of U.S. Highway 45.

Restricts water rates charged to customers outside the town's corporate limits to no more than twice the rate charged to customers within the town limits for the same service.

Does not exempt the town from obtaining a Certificate of Public Convenience and Necessity or from Public Service Commission jurisdiction over rates and other regulatory provisions.

Takes effect upon passage.
