Authorizes the Cities of Clinton and Raymond and the Town of Bolton in Hinds County, Mississippi to jointly create the Clinton/Raymond/Bolton Wastewater Authority as a political subdivision of the state for collecting, transporting, treating, and disposing of wastewater

Establishes a board of directors with representation based on each member's share of total wastewater flow, requiring one director for each 30% or less of flow, with all business conducted by three-fifths majority vote

Grants the authority broad powers including acquiring property through eminent domain, constructing and operating wastewater systems, setting rates and charges, entering contracts with public agencies and utilities, and employing staff

Authorizes the authority to issue revenue bonds to finance wastewater system projects, with bonds payable solely from authority revenues and not constituting debt of member agencies or the state

Exempts the authority and its bonds from state and local taxation (except inheritance and gift taxes), and designates the bonds as legal investments for trustees, insurance companies, and public fund deposits
