Establishes Mississippi will send 5 commissioners and 3 alternates to any Article V Constitutional Convention, selected by majority vote of both legislative chambers

Requires at least 3 of the 5 commissioners to be sitting members of the state Legislature, with federal officials and statewide elected officials ineligible to serve

Mandates commissioners take an oath to follow legislative instructions and act only within the scope of Mississippi's convention application, with unauthorized votes declared void

Creates an 8-member Joint Legislative Committee (4 senators, 4 representatives) to develop recommended instructions, monitor commissioners, and recall any commissioner who casts or attempts to cast an unauthorized vote

Requires commissioners to support a one-state-one-vote rule at the convention, with Mississippi's single vote determined by simple majority of its commissioners
