Pays tribute to retired Air Force Colonel Carlyle "Smitty" Harris, a former POW held at the Hanoi Hilton prison camp during the Vietnam War for eight years.

Honors the dedication of the United States Post Office located at 500 West Main Street in Tupelo, Mississippi, which will be named the "Colonel Carlyle 'Smitty' Harris Post Office" following passage of H.R. 208 in the U.S. House of Representatives.

Recognizes Colonel Harris's use of a secret "TAP Code" to communicate with fellow prisoners during captivity and his subsequent autobiography "Tap Code" published in 2019.

Acknowledges Harris's post-military accomplishments, including completing law school and joining the Mississippi Bar in 1981, and his role as a community hero in Tupelo.

Extends legislative congratulations to Colonel Harris and his wife Louise on the post office dedication and directs that the resolution be presented to them and the Tupelo City Council.
