Urges Congress to propose a constitutional amendment requiring the federal government to balance its budget by preventing total federal appropriations from exceeding total estimated federal revenue in each fiscal year.

Provides exceptions to the balanced budget requirement during declared wars under Article I, Section 8 of the U.S. Constitution or other national emergencies.

Cites the 2021 federal budget deficit of $2.77 trillion as the second highest on record and argues that deficit spending burdens future generations without their consent.

Notes that a similar balanced budget amendment proposal failed by only one vote in the Senate in 1995 despite wide support.

Directs the Mississippi Secretary of State to transmit the resolution to the U.S. President, Speaker of the House, Senate President, and all Mississippi congressional delegation members.
