Recognizes Stewart's role as an architect of the 1987 Four-Lane Highway Program, a $1.6 billion initiative that funded over 1,000 miles of four-lane highways statewide, including the expansion of Highway 72 and Highway 178 (now Interstate 22)

Credits Stewart with helping establish the Mississippi Department of Transportation, constructing the MDOT Administration Building in Jackson, and implementing the prisoner highway litter cleanup program
