Condemns Russia's February 24-25, 2022 invasion of Ukraine as a violation of international law and the United Nations Charter.

Directs Mississippi to sever all economic, financial, and other connections with the Russian Federation, its leaders, and businesses.

Prohibits the Alcohol Beverage Control at the Department of Revenue from selling, purchasing, distributing, or storing Russian alcoholic beverages.

Prevents investment of Public Employees' Retirement System assets in Russian-owned businesses or financial institutions and prohibits Russian vendors for state, county, and municipal entities.

Requires transmittal of the resolution to Mississippi's Congressional delegation, the President of the United States, and the Ukrainian Ambassador to the United States.
