Suspends Joint Rule No. 40 deadlines to allow drafting, introduction, consideration, and passage of a specific eminent domain bill

Enables legislation to codify Article 3, Section 17A of the Mississippi Constitution into the Mississippi Code of 1972

The underlying bill would prohibit property acquired through eminent domain from being transferred to any person, nongovernmental entity, public-private partnership, corporation, or other business entity for 10 years after acquisition

Provides for certain exceptions to the 10-year transfer restriction on eminent domain properties
