Suspends Joint Rules of the Senate and House to allow drafting, introduction, consideration, and passage of a bill outside normal legislative deadlines

Amends Sections 18 and 19 of Senate Bill No. 2095 (2022 Regular Session) regarding medical cannabis establishments

Allows dispensaries, cannabis research facilities, and cannabis testing facilities to locate in any commercially zoned area or areas where commercial use is authorized or not prohibited

Permits municipalities or counties to authorize cannabis facility locations by granting variances to existing zoning ordinances or by adopting zoning changes for specific commercial areas

Revises distance requirements for medical cannabis establishments from schools, churches, and child care facilities
