Allows a Senator serving on the Rules Committee to be removed by a vote of at least three-fourths (3/4) of the Senators from their respective congressional district caucus

Requires each congressional district caucus to hold an organizational meeting and elect a chairman and vice chairman

Permits caucus meetings to be called at any time by the chairman or upon request by a majority of the caucus members

Maintains existing Rules Committee structure of the President (non-voting), President Pro Tempore, and four Senators (one from each congressional district) who have served at least four years in the Senate
